1) the largest striped bass,
2) in Rhode Island waters,
3) and released unharmed.
4) The catch shall be documented by photograph. (see rules below)

Rules:
  • Only STRIPED BASS are elibigle
  • The fish MUST BE RELEASED ALIVE
  • The fish MUST BE CAUGHT IN RHODE ISLAND WATERS
  • Only RISAA members in good standing may enter this tournament
  • Awards are presented for Boat and Shore Divisions
  • Junior anglers may enter fish for the Governor's Cup tournament.
  • There is no distinction between Adult and Junior Membrs.
  • All data on the form must be completed for a valid entry. If not, the entry may not be accepted. The entry form must be signed by the submitting member.
  • A clear photograph, showing the entire fish and the length measurement, must be submitted. All photographs submitted become the property of the RISAA and will be retained through the end of the tournament.
  • Entry Form and photograph must be submitted together and must be postmarked within fourteen (14) days of the catch date, OR hand-delivered to the Tournaments Committee Chairman within fourteen (14) days of the catch date.
  • Members may submit multiple entries
  • Any entry for the Governor's Cup may not be entered in any Special or Yearlong Tournament
  • A member who is also a professional charter captain MAY enter his/her own catch, provided the fish was not landed during a trip for hire.
  • The Governor's Cup Tournament ends at 7:00 p.m. on December 31 annually

Measurement Rules:
  • The length must be measured and clearly shown in the accompanying photograph, alongside the fish (i.e. underneath it) and not across the body of the fish itself.
  • The length will be measured from the tip of the fish's nose to the longest tip of the tail. The maximum girth of the fish must also be measured and entered on the entry form.

Tie-Breaker Procedure
  • he fish with the longest length will be the winner. In the event of a tie in length, then the fish with the biggest girth will be declared the winner. In the event of a tie in the total length and girth, the fish with the earliest catch date will be declared the winner. If this results in a tie, duplicate winners will be declared.
  • Any decision may be appealed by the affected individual to the entire Tournaments Committee. A majority decision will decide the issue.
  • All decisions of the Tournaments Committee are final.
